Oxford Websites and Intranets Governance Group: terms of reference 

Governance arrangements are in place to ensure adherence to the agreed strategy.

Purpose

To provide University-wide oversight and strategic direction for website and intranet governance. The group ensures that requests for new websites and intranets align with the University’s content strategy, digital principles and infrastructure standards, and that cross-cutting or exceptional requests are reviewed appropriately.

Responsibilities 

  • Approve or reject proposals for website and intranets  
  • Review requests for the use of non-standard platforms  
  • Review and provide final decisions on escalated cases from local representatives 
  • Ensure consistency in governance practices across the University 
  • Review and update governance criteria and processes on a termly basis 
  • Promote alignment with University-wide policies on accessibility, security, branding and user experience 

Meeting frequency 

The group will confer regularly by email and come together on an ad hoc basis to review requests. It will meet formally on a termly basis to review policies and processes and ensure alignment between different parts of the organisation.

Quorum for approvals  

Sites cannot be approved without the endorsement of the relevant local representative. Requests that need a decision from the full group must be approved by at least 5 members.

Local governance arrangements 

Individual members of the Steering Group will be empowered to make decisions about sites that meet the agreed criteria and do not impact other parts of the University. 

Where appropriate, local governance groups may be introduced to support this local decision making. Details of local governance arrangements will follow as appropriate.
